摘要
新《公务员法》中公务员晋升激励机制改革的突出亮点是职务与职级并行制度实行范围的扩大,这能够有效打通公务员尤其是基层公务员的职级晋升通道,拓宽公务员职级晋升空间,激发公务员群体的工作积极性;但总体而言,我国公务员晋升激励机制及其实施层面仍存在有改革完善的空间。
The expansion of the implementation of the parallel system of positions and ranks is a highlight of the reform of the promotion incentive mechanism for civil servants.It can effectively open up the promotion channels for civil servants,especially who are in the basic-level,expand the space for their promotion,and stimulate the enthusiasm of them.However,as a whole,there is stillconsiderable room for further reform and improvement of China’s promotion incentive mechanism for civil servants and its implementation.
