摘要
社会资源统筹调配是政府应对重大疫情的有效方式,具有很强的实践性,但仍需要对其价值进行研究。在合法性理论视角下以政府在应对新冠肺炎疫情时对社会资源统筹调配为个案,研究政府统筹调配社会资源的合法性与获取过程后发现,法律合法性、社会合法性、文化合法性与时效合法性对于评判政府统筹调配社会资源的做法具有很强的理论支持,蕴含着公共利益最大化与社会资源有效投入的行政逻辑。为了进一步提升社会资源统筹调配的合法性层级,需要在把握四重合法性的基础上从资源需求—接收—供给—治理层面,对合法性进一步优化,即构建整合型资源统筹调配体系,促进政府由资源筹资者向信息筹资者转化,实现疫情防控资源的有效投入与慈善事业的健康发展。
The overall distribution of social resources is effective for the government to respond to major epidemics.While it is highly practical,its value of existence needs to be examined.From the perspective of legitimacy theory,taking the government s overall distribution of social resources in response to the coronavirus disease 2019(COVID-19)as a case study,after reseaching on the legal value and acquisition process of the government s overall distribution of social resources,it is found that legal legitimacy,social legitimacy,cultural legitimacy,and effective legitimacy have strong theoretical support for judging the government s overall distribution of social resources,and imply the administrative logic of maximizing public interests and effective investment of social resources.In order to further enhance the level of legitimacy of the overall distribution of social resources,it is necessary to optimize the resource demand-receive-supply-governance level on the basis of grasping the above four legitimacies,build an integrated resource allocation system,promote the government to transform from resource fundraiser to information fundraiser,so as to realize the valid input of epidemic prevention resources and the healthy development of charity.
