摘要
基于包容性绿色发展视角,采用考虑非期望产出的Super-SBM模型对山东省包容性绿色效率进行测度,并分析其时空格局特征,在此基础上运用面板Tobit模型识别其影响因素。结果表明:1)2005-2016年山东省包容性绿色效率呈现缓慢波动上升趋势,地市间绝对差异与相对差异均呈缓慢扩大趋势,具有明显的不均衡性,低效率地市对高效率地市的“追赶效应”不明显;2)山东省包容性绿色效率呈现自东北向西南递减的梯度格局特征,双核结构在空间格局演变中发挥主导作用,包容性绿色效率的高水平隆起区和低水平塌陷区具有显著路径依赖特征;3)调整产业结构、提高经济发展水平、调整公共财政支出内容与比例、优化工业结构以及推进包容性绿色发展理念引导下的新型城镇化有利于包容性绿色效率的提升。
From the perspective of inclusive green development,this paper uses the Super-SBM model to measure the inclusive green efficiency of Shandong Province from 2005 to 2016.And the spatio-temporal pattern of inclusive green efficiency is analyzed by using the standard deviation,variation coefficient,Gini coefficient and GIS technology.Finally,the panel Tobit model is used to identify its influencing factors.The results show that:1)From 2005 to 2016,the inclusive green efficiency showed a trend of slowly fluctuation rise,the absolute and relative difference of inclusive green efficiency among cities showed a slow expansion trend,and the"catch-up effect"of low efficiency type to high efficiency type was not significant.2)The overall trend of inclusive green efficiency showed a gradient decreasing pattern from northeast to southwest.The dual-nuclei structure played an important role in spatial pattern evolution.The high level uplift and low level subsidence areas of inclusive green efficiency had the characteristic of path-dependence.3)Adjusting industrial structure,improving economic development level,adjusting the content and proportion of the government′s public financial expenditure,optimizing the industrial structure and promoting the new-type urbanization under the guidance of inclusive green development concept are beneficial to improve the efficiency of inclusive green development.
