摘要
在欧洲高等教育一体化背景下,博洛尼亚进程极大地推动了中东欧国家留学生教育的发展,但政府高等教育投入波动起伏、差异大且内聚性弱的区域特性又使其频陷困顿。对2008-2017年学生跨境流动面板数据的分析发现,大多数中东欧国家的留学生教育处于发展初期,学生跨境流动波动明显且呈逆差状态。中东欧国家留学生教育的现状及其面临的机遇和困难无不源自地区的"先天缺陷"和"后天依附"社会历史特征,是其内生借力发展意愿与欧盟等国际力量施加的博弈性外部介入动态平衡的结果。针对互补性差的现实,我国与中东欧国家留学生教育的战略对接应采取审慎务实的举措,自上而下制定对接规划并构建立体合作生态系统,以点的形式进行精准对接。
In the context of European higher education integration,the Bologna Process has promoted the development of education for international students in the Eastern Central European countries.However,it was trapped frequently because of their government funding and the regional characteristics.Their international students education were in the trade deficit.Their opportunities and difficulties depended on their social historical characteristics.Then,China should take prudent and pragmatic cooperation measures to attract international students from the Eastern Central European countries,formulate the education connection plan and build a cooperative ecosystem for accurate docking.
