摘要
我国人类遗传资源异常丰富,随着人类遗传资源材料和人类遗传资源信息研究价值的凸显,其引发的伦理问题也备受关注。从当前新冠肺炎疫情防控视角下来审视人类遗传资源研究利用的伦理问题也显得尤为必要。在人类遗传资源有关伦理问题的研究和实践中梳理出中最突出的几个点:采集目的、知情同意、受益归属、共享与安全等;进而从组织机构、监管检查、人员培训、管理规章等方面提出对策建议;最后总结出人类遗传资源保护和利用中应遵循的伦理原则:医学目的原则、维护受试者权益原则、知情同意原则、保密原则、禁止买卖原则、伦理审查原则。
China is rich in human genetic resources.With the research value of human genetic resources materials and information becoming more and more prominent,the ethical issues caused by human genetic resources are also attracting more and more attention.From the current perspective of COVID-19 prevention,it is also necessary to examine the ethical issues of research and utilization of human genetic resources.In the study and practice of ethical issues related to human genetic resources,the most prominent points are sorted out:collection purpose,informed consent,ownership of benefits,sharing and security,etc.Then from the organization,supervision and inspection,personnel training,management regulations and other aspects,countermeasures and suggestions are proposed.Finally,it summarized the ethical principles that should be followed in protection and utilization of human genetic resources:the principle of medical purpose,the principle of protecting the rights and interests of the subjects,the principle of informed consent,the principle of confidentiality,the principle of prohibition of sale and the principle of ethical review.
