摘要
我国目前已有14个省市制定了全民阅读地方性法规和规章,积累了不少宝贵的实践经验,但对照党的十九届四中全会作出的"健全人民文化权益保障制度"的部署安排,我国全民阅读立法在立法权限、理念和制度等方面仍有不足之处。为进一步推动全民阅读地方立法工作,应着力构建以阅读权利为基点的阅读立法体系,完善创作和传播阅读产品的引导激励机制,健全城乡居民阅读权利平等保护机制,加强社会力量参与全民阅读的具体制度安排。
At present,14 provinces and cities in China have successively formulated local laws and regulations for national reading,and accumulated many valuable practical experience.Arranged by the"improving the protection system of people’s cultural rights and interests"made at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,there are still some deficiencies in the national reading legislation in China in terms of legislative authority,concept and system.In order to further promote the national reading of local legislation,we should focus on the construction of reading legislation system based on reading rights,improve the guidance and incentive mechanism for the creation and dissemination of reading products,perfect the equal protection mechanism for the reading rights of urban and rural residents,and strengthen the social forces to participate in the institutional arrangements for national reading.
