摘要
从整体性治理理论、协同治理理论以及新公共服务理论出发,分析贵阳数据资产运营之得,即运营现状、主要经验;数据开放之失,即目前全球的排名及指标差距。思考贵阳数据资产运营工作面临的主要问题,对贵阳未来数据资产运营工作提出建议。贵阳需要进一步完善相关政策制度,强化指导和优化实施细则,建立健全指挥调度机制,探索政府数据资产运营模式,推动政府数据有条件开放应用,加大保障力度,促进政府数据利用和应用孵化。
Thinking from the theory of holistic governance,collaborative governance and the theory of new public services,this paper analyzes the gains and losses of Guiyang open data.The gains stand for the current situation and main experience of opening up,and the losses are the ranking and gap in Open Data Index in world major cities.It also considers the main problems of Guiyang open data,and makes suggestions for future reference.It is believed that Guiyang needs to further improve relevant policies and systems,strengthen guidance and optimize implementation rules,establish and improve command and dispatch mechanisms,explore open government data models,develop conditional open applications of government data,increase guarantees,and promote government data utilization and application incubation.
