摘要
城市地下综合管廊PPP项目日益增多,为了对其进行合理的绩效评价,规范综合管廊管理行为,利用关键成功要素法,从项目投入、项目过程、项目结果、项目影响四个方面对绩效评价指标进行了识别,建立了系统全面的绩效评价指标体系;利用层次分析法进行指标赋权,将定量与定性分析相结合,易于操作,简洁实用;通过集对分析法构建综合管廊绩效评价模型,对评价信息进行更加系统的分析,更好的对绩效指标进行评价;将模型应用于青岛市高新区综合管廊PPP项目中,结果显示,其综合管廊绩效评价等级为Ⅲ级,与工程实际情况相符,基本反映出了青岛市高新区综合管廊的绩效水平,验证了模型的适用性和合理性.其研究结果对类似的综合管廊PPP项目绩效评价具有重要的参考价值.
PPP projects of urban underground pipe has been more and more,in order to carry on the reasonable performance evaluation,regulating the behavior of composite pipe gallery management,this paper used the method of the key factors of success,from the project,the results of the project,project investment,project process four aspects to identify performance evaluation indicators, and established a systematic and comprehensive performance evaluation index system,analytic hierarchy process(AHP) was used for index weighting,which combined quantitative and qualitative analysis,making it easy to operate,simple and practical;through the set pair analysis method,the performance evaluation model of the comprehensive pipe gallery was built to carry out a more systematic analysis of the evaluation information and better evaluate the performance indicators,the model was applied to the comprehensive pipe gallery PPP project of Qingdao high tech zone,the results showed that the performance evaluation grade of the utility tunnel was grade Ⅲ, the results were consistent with the actual situation of the project,which basically reflected the performance level of the comprehensive pipe gallery in Qingdao high tech zone, and verified the applicability and rationality of the model.The results of this study had important reference value to the performance evaluation of similar comprehensive pipeline gallery PPP projects.
