摘要
集成电路技术是新一代信息技术发展的基础与关键。在新一轮科技革命和产业变革的大背景下,随着大数据、物联网、云计算等新兴技术的发展,集成电路产业格局将会重塑、产业结构将会优化、市场集中度不断聚焦攀升。研究集成电路技术产业从何而来、到何处去,以探讨产业发展的规律性特征具有现实意义。研究显示:①重大技术创新是以科学发现为基础,技术创新具有可继承性、派生性、引致性、渗透性、关联性特征;②重大技术创新的市场绩效的彰显依赖于渐进式技术创新和相关技术系统的架构;③技术创新演化遵循科学技术重大发现、产品和工艺创新、架构创新、标准化、产业融合的演化规律。其中,集成电路技术产业的国际转移规律表明:有为政府在产业发展中扮演重要角色;技术型人才是经济发展的关键;重视对人才、先进制造技术、新材料的投资,促进高端生产要素流动;坚持技术引进、自主创新两条腿走路。
Integrated circuit technology is the foundation and key of the development of new generation information technology.Under the background of a new round of technological revolution and industrial transformation,with the development of new technologies such as big data,Internet of things,cloud computing,etc.,the industrial pattern of integrated circuit will be reshaped,the industrial structure will be optimized,and the market concentration will continue to focus on rising.It is of great practical significance to study where the IC technology industry comes from and where it goes,and to explore the regularity of industrial development.The research shows that:major technological innovation is based on scientific discovery and has the characteristics of inheritance,derivation,induction,permeability and relevance;the market performance of major technological innovation depends on the structure of progressive technological innovation and related technological systems;the evolution of technological innovation follows the major scientific and technological discovery,product and process innovation,structure innovation and standards The evolution law of integration of industrialization and industry;the international transfer law of integrated circuit technology industry shows that:the government plays an important role in industrial development;technical talents are the key to economic development;pay attention to investment in talents,advanced manufacturing technology and new materials,promote the flow of high-end production factors;adhere to the two legs of technology introduction and independent innovation.
