摘要
针对城乡河湖水环境治理的特点,提出了流域视角下的全覆盖、全过程、全要素,以及问题可定位定时识别、措施可落地有效、效果可定量预测的城乡河湖水环境治理“三全三可”策略。总结了该策略在实施中的应用逻辑路线,以北京市海淀区水系生态治理工作方案为例介绍了典型应用。“三全三可”策略体系可为城乡河湖水环境治理方案编制及顶层设计等相关工作提供借鉴。
According to the characteristics of urban-rural river and lake water environment treatment,this paper raises the full coverage,whole process,whole factor from the perspective of river basin,and urban-rural areas where problems can be located and identified regularly,measures can be implemented effectively,and effects can be quantitatively predicted,“three alls and three abilities”strategy for river and lake water environment treatment.Then,summarizes the logical route for the application of the“three alls and three abilities”strategy in the implementation.The strategy system can provide reference for urban-rural rivers and lakes water environment treatment planning and top-level design and other related work.
