摘要
小农户与现代农业有机衔接是中国实现农业现代化的必然选择。然而小农户的老龄化、拒农化导致农田抛荒,扶持资金的短缺导致社会化服务组织发展滞后,惠农政策缺乏精准性使得很多基层问题难以解决。破解这些难题,既需要政府主动担当作为,完善社会化服务组织和金融服务体系,也需要建立健全利益联动和风险防范机制来充分调动各方积极性。
The organic connection between small farmers and modern agriculture is the inevitable choice for China to realize agricultural modernization.However,the aging and rejection of small farmers lead to abandonment of farmland.The shortage of supporting funds has led to the lag in the development of social service organizations.The lack of accuracy of the preferential policies for agriculture makes it difficult to solve many grassroots problems,and so on.To solve these problems,we need not only the government to take the initiative,improve the social service organization and financial service system,but also establish and improve the mechanism of interest linkage and risk prevention to fully mobilize the enthusiasm of all parties.
