摘要
新时代兴边富民作为一项涉及边疆管理、民族团结和贫困问题的综合性区域开发战略,在实施过程中面临诸多条件约束。本文结合云南省的边疆治理的实践经验,发现兴边富民行动主要是发挥政府的关键作用,有效融合了沿边经济发展政策与脱贫攻坚战略,在多个政策维度上积极改善边疆地区的发展状况。在加快形成"国内大循环为主,国内国际双循环"新格局的时代背景下,兴边富民应着重提升边疆地区自身发展能力,由政府主导向政府与市场并重的模式转变,强化边疆地区与内陆地区的产业分工与合作,通过经济结构调整增强边疆与内陆地区的经济互补性和联动性,建立起内陆地区经济对边疆地区经济发展带动作用的机制,加快边疆地区和内陆地区的经济一体化进程。
As a comprehensive regional development strategy involving border management,ethnic unity and poverty issue,revitalizing the border areas and enriching the people in the new era is faced with many constraints in the process of implementation.Based on the practical experience of the border area governance in Yunnan Province,this paper finds that the action of vitalizing the border and enriching the people is mainly to give play to the key role of the government,effectively integrating the economic development policy along the border with the strategy of poverty alleviation,and actively improving the development of the frontier areas in many policy dimensions.Under the background of speeding up the formation of the new pattern of"domestic big circulation,domestic and international double circulation",it is necessary to promote the development ability of the border areas,and necessary to change from government-led to government-market-oriented mode,and strengthen industrial division of labor and cooperation between border areas and inland areas.Through the adjustment of economic structure,we should strengthen the economic complementarity and linkage between the border and the inland areas,establish the mechanism of the inland area economy propelling the economic development of the border areas,and speed up the process of economic integration between the border and inland areas.
