摘要
"十三五"时期,我国教育对外开放取得了显著成效,呈现出国留学和留学回国规模双增长、来华留学生规模和结构不断优化、多种教育服务方式并存、学科发展齐头并进等特征。与此同时,国际市场占有率、TC指数、RCA指数、学科排名等竞争力指标国际比较显示:我国教育服务竞争力虽逐年增强,但国际竞争力水平还很弱,顶级学科较为缺乏。面向"十四五"时期,建议以高等教育对外开放为切入点发展教育服务贸易;发展学科高原并争取学科高峰;促进教育对外开放内涵发展基础上增强教育服务竞争力。
During the period of the“13th-Five-Year Plan”,China education has made remarkable achievements in opening up.It is characterized by the double growth of the scale of studying abroad and returning to China,the continuous optimization of the scale and structure of overseas students,the coexistence of various education service modes,and the development of various disciplines.At the same time,the international comparison of competitiveness indicators such as international market share,TC index,RCA index and discipline ranking shows that although the competitiveness of China's education service has been strengthened year by year,the level of international competitiveness is still very weak,and top disciplines are relatively lacking.Facing the coming“14th-Five-Year Plan”,it is suggested that higher education should be opened to the outside world to develop education service trade,develop the disciplinary plateau and strive for the disciplinary peak,and enhance the competitiveness of educational services on the basis of promoting the connotative development of education opening up.
