应急避难场所防疫功能构建及环境污染风险防控研究

摘要 该文研究城市应急避难场所的防疫功能体系构建,提出在应对突发公共卫生事件时,应急避难场所能发挥应急救灾及快速响应疫情防控的功能优势,需重点加强防疫型应急避难场所空气和水环境的污染风险防控,并从雨水、污水、环卫、通风系统等重点方面提出防控对策和建议,以期为完善我国城市公共安全应急救治体系,构建韧性城市和健康城市提供参考。 Based on a study of the construction of the epidemic prevention function system for urban emergency shelters,this paper proposed that emphasis should be laid on the prevention and control of air and water pollution risk in the emergency shelter for epidemic prevention since an emergency shelter can give full play to the functional advantage of emergency relief and a rapid response to epidemic prevention and control in case of a public health emergency.What’s more,this paper provided prevention and control measures and suggestions from key aspects like rainwater,sewage,environmental sanitation,and ventilation systems,in hope of being reference to the perfection of the urban public safety emergency treatment system and the construction of resilient and healthy cities in China.
