摘要
目前,协商民主在我国各个层次的政治生活中都有丰富的实践,在社会治理体系中也愈发重要。本文通过参与式观察与深度访谈,收集并分析了B市三个社区推进协商民主的具体过程资料,探讨协商民主在我国城市社区实践中的具体机制、限度和价值,提出城市社区协商民主未来的发展路径。在理论上,本文归纳和阐释了协商民主在我国实践中的“双重取向”,并认为,在引进西方关于协商民主的理念和技术的同时,应加强协商民主实践的本土化进程。
With rich practice in various levels of political life,deliberative democracy has shown increasing significance in social governance.Through participatory observations and in-depth interviews,this paper collects and analyzes the specific process data of promoting deliberative democracy in three communities of city B.It also discusses substantive mechanisms,limitations,and values of deliberative democracy and proposes its future development path.In theory,this paper summarizes and elaborates the“Double Orientations”of deliberative democracy in China s practice,and argues the necessity of facilitating the localization of deliberate democracy while introducing the concepts and techniques from abroad.
