摘要
通过理论分析及基于广州市房产数据的实证结果表明,"租购同权"政策可以改变居民的居住偏好,使更多人选择租房,购房需求减少,对房价上涨能够起到一定的抑制作用,短期因自住需求减少而抑制效果较大,长期因投资需求增加而抑制效果小一些;而当房价由上涨转为下降通道的时候,可以使需求逆向增加,对房价下跌具有抵制作用。因此,该政策的实施不仅可以推动公共服务均等化,而且能减缓房价的波动,起到自动稳定器的长效作用。基于此,政府应明确推广"租购同权"政策,督促该政策得到有效实施,同时加强义务教育,均化区域教育质量,使该政策能在更大程度上发挥稳定房价的作用。
Through theoretical analysis and empirical research based on the Guangzhou real estate data,the results show that the policy of"equal right to rent and purchase"can change residents’living preference,make more people choose to rent a house,reduce the demand for house-purchasing,and exert a certain inhibitory effect on the rise of housing price.When the housing price changes from rising to declining channel,the demand can be increased in the opposite direction,which can resist the housing price decline.Therefore,the implementation of this policy can not only promote the equalization of public service,but also slow down the fluctuation of housing price and play a long-term role as an automatic stabilizer.Based on this,our government should clearly promote the policy of"equal right to rent and purchase",urge its effective implementation,and strengthen the construction of compulsory education and equalize the quality of regional education,so that the policy can play a role in stabilizing housing price to a greater extent.
