摘要
中阿合作论坛框架下的农业合作是深化中阿多领域合作的重要路径,呈现出上下合作的联动性、议题设置的广泛性、整体个体的互动性、项目实施的阶段性、合作地域的均衡性等特征。作为中国和阿拉伯国家共同商议的主要合作议题,中阿农业合作主要受阿拉伯国家的农业发展需求、中国具有农业治理经验、中阿对农业合作持有共同意愿等三个因素的驱动,其中阿拉伯国家的农业发展需求是中阿农业合作的前提,中国的农业治理经验是中阿农业合作的保障,中阿对农业合作的共同意愿是中阿农业合作的根本条件。当前,中阿农业合作仍面临对象国投资风险较高、合作机制不完善、地方参与失衡、农企相对缺位、粮食舆情共享不足、外宣力度有限等诸多问题。因此,在中阿合作论坛框架下,中国需发挥政府、农企、媒体等主体的功能优势,预防海外风险,扩大海外宣传。中阿双方也应积极构建农业部级对话机制和探索三方农业合作。同时,在后新冠疫情时期,中阿双方还需加强在粮食危机预防领域的合作,助推中阿农业合作向多层次、全方位、立体化发展。
Agricultural cooperation under China-Arab States Forum is an important way to deepen multi-sector cooperation of China and Arab states.It reflects five features:coordination between government and the non-government;comprehensiveness of issue setting;interaction between entirety and individual;phase of program enforcement;balance of cooperation area.Agricultural cooperation is a vital issue of mutual deliberation between China and Arab states.And it’s motivated by following reasons.Arab states’agricultural demands is the precondition of agricultural cooperation,agricultural governance experience of China is the guarantee of agricultural cooperation,and mutual willingness of China and Arab states towards agricultural cooperation is the fundamental condition.Currently,China-Arab States agricultural cooperation still faces some problems,including high risk of investment in Arab states,imperfection in cooperation mechanism,imbalance of Chinese local governments’involvement,absence of agricultural enterprises,shortage of shared food information,limitation of propaganda.Therefore,under China-Arab States Cooperation Forum,China should exert functional advantage of government,agriculture enterprise and media so as to prevent foreign risk and expand foreign propaganda.China and Arab states should also build agriculture ministerial dialogue mechanism and explore trilateral agricultural cooperation actively.Meanwhile,in the post-COVID-19,China and Arab states need to strength the cooperation of food crisis prevention so as to promote all-round,multilevel and three-dimensional development of China-Arab states agricultural cooperation.
