新发展格局下国家教育考试的定位与发展——“十四五”国家教育考试发展战略的思考 被引量:12

摘要 “十四五”时期,在国家加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局形势下,国家教育考试系统应深入思考自身在教育发展中的地位与功能,谋划构建具有中国特色的国家教育考试治理体系。着眼于新发展格局的国家教育考试,可从历史经验、现实需求、未来发展3个维度定位发展目标,主动与国家政治经济社会发展的频率保持协同,与新发展格局下教育整体改革同频律动,积极融入双循环新发展格局并将其作为我国教育考试发展的难得机遇,构建更加公平与高质量、更加高效、更有品质、更加开放的教育考试体系,推动我国教育高质量发展。 During the 14th Five-Year Plan period,China will accelerate the establishment of a“dual circulation”development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.Against this backdrop,the system of national education examinations should contemplate its position and function in the development of education and plan to build a governance system of national education examinations with Chinese characteristics.With a focus on the new development pattern,national education examinations should delineate their goals of development from three dimensions:past experience,present requirement and future development.Moreover,they should take the initiative to keep pace with the country’s political,economic and social development and overall education reforms with the new development pattern,and engage in the“dual circulation”development pattern,which should be regarded as the greatest opportunity for the development of China’s education examinations,in order to build a system of education examinations featuring greater fairness,higher quality,higher efficacy and greater openness,and promote the quality development of China’s education.
