摘要
以上汽集团为典型企业案例并选其主要基地城市近年出台的人才政策作为研究样本,综合运用文本计量、文本挖掘、内容分析、调研访谈等多种方法,从政府-企业协同关系视角系统梳理回顾和反思地方人才政策体系并揭示其瓶颈问题。结果发现,(1)各地人才政策总体可操作和指导性较强,政策发布主体协同情况参差不齐,政策受益客体分布不均,高校毕业生和海外优质"塔尖"人才成为主要青睐对象,很多地方政策缺少前瞻性布局,且总体趋向于由"人才争夺"演化至"人口争夺";(2)各地人才政策以创新和引进作为政策工具主体,总体呈现全面放宽落户限制、海外抢人趋势逐渐凸显、以高科技新兴产业为主导定位、政策工具同质化倾向明显、重"塔尖"而轻"塔基"人才、重海外引才而轻本土培养、政策精细度与体系完备性亟待提升等特征;(3)从政府-企业协同关系视角看,人才政策的政府-企业协同效应缺失,地方人才政策体系仍有待完善,企业用人单位也存在一定缺位。最后,从政府政策制定、企业政策使用及政府-企业协同合作等3个层面提出策略建议。
Taking the typical manufacturing company SAIC Group as an example and selecting the talent policies of its main base city in recent years as the research sample,this paper comprehensively uses text econometric analysis,PMC index model,text mining analysis and content analysis to systematically review and reflect on local talent policy systems and reveal bottlenecks from the perspective of government-enterprise synergy.The results reveal that:(1)The talent policies various local governments are generally operational and instructive,the subject synergy and the beneficiaries of the new talent policies are unevenly distributed,and college graduates and overseas high-quality talents become the main objects of favor;Besides,the overall talent policy lacks a forward-looking layout,and it tends to evolve from"competition for talent"to"competition for population".(2)Policy tools mainly focus on talent innovation and introduction,and they generally shows some characteristics,including the comprehensive relaxation of restrictions on settlement is becoming a mainstream trend,the trend of competition for overseas talents is gradually highlighted,hightech emerging industries are playing leading roles,the phenomenon of homogenization of policy tools is obvious,emphasizing"top talent"over"grassroots talent",paying more attention to overseas talents than the cultivation of local talents,and the refinement degree and system completeness of talent policy still need to be improved.(3)From the perspective of government-enterprise synergy,the government-enterprise synergy effect of talent policy is missing,the local talent policy system needs to be improved,and enterprises fail to give full play to their role in attracting talents..On this basis,this paper puts forward some strategic recommendations to promote the more effective implementation of talent policy in various cities from three aspects:government policy formulation,enterprise policy use and government-enterprise cooperation.
