摘要
从全面摸清土壤污染底数、加速提升技术管理水平、预警防范重大环境风险3个层面阐述了企业用地调查的重要意义。结合《土壤污染防治法》相关要求,聚焦在产和关闭搬迁企业用地,分别从工矿企业用地土壤污染预防和保护、建设用地土壤污染风险管控和修复等方面展望了企业用地调查成果应用的方向,以期为督促企业履行土壤污染防治主体责任,助力政府部门提高生态环境现代化治理水平提供参考和借鉴。
Combined with the relevant requirements stipulated in“Soil Pollution Prevention and Control Act”and focusing on the used land of enterprises which are under operation or have been closed or moved,the application orientation of land use survey results was prospected from the aspects of prevention of soil pollution in industrial and mining enterprises,risk management and control over soil pollution at construction land as well as conducting the remediation of contaminated soil,and etc.It would urge the enterprises to perform their main responsibility for prevention and control of soil pollution that could provide references for helping the governmental departments to improve the level of governance in eco-environmental modernisation.
