摘要
科技立法是促进和规范科学技术发展与应用的重要制度建设。国际科技立法经历了三次密集期,体现了从科学立法向科技立法再向科技创新立法转变的过程。当前国际科技创新立法趋势更加明显,促进科技创新、新技术新产业规制以及防范科技风险等成为立法重要内容。我国应结合国际科技立法趋势,积极推进和完善科技立法,打造适应创新驱动发展要求的制度优势。
Science and technology legislation is an important system construction to promote and standardize the development and application of science and technology.The international legislation of science and technology has experienced three intensive periods,which reflect the process from scientific legislation to science and technology legislation and then to science,technology and innovation legislation.At present,the trend of international science,technology and innovation legislation is more obvious,and the promotion of scientific and technological innovation,the regulation of new technology and new industry,and the prevention of scientific and technological risks have become important contents of legislation.China should actively promote and improve the legislation of science and technology according to the trend of international science and technology legislation,and create institutional advantages to meet the requirements of Innovation Driven Development.
