摘要
针对当前各地海绵城市建设推进工作中,普遍存在的问题底数不清、上下游绩效关系不明和无科学有效的评价体系等问题,以深圳市光明区国家海绵城市建设试点区域2#排水分区为例,创新探索出排水分区绩效达标的规划实施路径,即在上层次规划基础上明晰片区总体目标,摸清片区问题底数,厘清“流域-片区-项目”的绩效联系,再结合片区建设时序建立绩效目标“一图一表”的实施方案,最后通过科学监测和模型评估体系分析片区绩效达标情况.旨在供其他地区海绵城市规划建设工作参考.
There are some common problems in the promotion of sponge city construction in different cities,such as the unclear background conditions,the uncertain interrelationship among the upstream and downstream performance,and the absence of the scientific and effective evaluation system.An innovative catchment-level implementation path for reaching the sponge city performance standard is proposed according to the practical experience in No.2 catchment of the national pilot area in Guangming District of Shenzhen City.Firstly,the catchment objectives should be defined on the basis of the upper level planning and the problems need to be clarified from the background condition.Then,the interrelationship among basin-catchment-and project-level sponge city performance should be stated.According to the interrelationship and the construction sequence of the area,the implementation plan could be established in the form of“one map and one list”.Finally,a scientific monitoring and model evaluation system would be used to assess the performance of the catchment.This method provides reference for the planning and construction of sponge city in other areas.
