摘要
创新是推动形成"以国内大循环为主体、国内国际双循环相互促进"新发展格局的根本动力。推进"国内大循环"的形成,必须持续扩大内需、全面促进消费,发掘新要素和资源,构建完整的产业链和供应链。应着力发挥制度和政策激励创新的作用,为全社会创新提供公共服务和公共基础设施,将重大科技成果及"新基建"深度融合到产业体系发展之中,探索有关"突破性创新"的市场激励和政府激励制度政策,强化推进知识产权战略和国际标准战略。
Innovation is the fundamental driving force for promoting the formation of a new development pattern of"focusing on the internal circulation and letting the internal and external dual circulation help each other".To form the"internal circulation",we must continue to expand domestic demand,comprehensively promote consumption,explore new factors of production and resources,and build a complete industrial chain and supply chain.We should give full play to the role of systems and policies in stimulating innovation,provide public services and public infrastructure for the innovation made by the whole society,deeply integrate major scientific and technological achievements and"new infrastructure"into the development of the industrial system,explore market incentives and government incentive policies related to"breakthrough innovation",and intensify efforts to implement the intellectual property strategy and the international standards strategy.
