摘要
电力生产安全的总体目标是防止发生对社会构成重大影响,对生产力的发展以及对国有资产保值、增值构成重大损失的事故,尤其要杜绝电力生产的人身伤亡事故。当前,人身安全管理的机制主要依靠制度约束,管理的环节则主要由各级责任人逐级负责。上述模式依赖于制度的完善和赖管理者的经验和责任心,很难掌握现场工作人员的位置状态,无法实时防止现场的违规违章行为,属于一种相对被动的安全管理模式。主动安全系统的建设和实施,可以实时的避免工作中存在的安全风险,大幅度减少人身伤亡事故,减少生命财产损失。利用信息物理系统的思想,设计了基于集成学习的多源融合感知高精度精确定位技术,三维模型轻量化技术,开发了以动态主动安全数据库为核心的智能风险预控系统。通过在现场实际运行检验,主动安全系统能够及时的防范现场的违规违章行为。
The overall aims of electric production safety are to prevent the accidents with significant impact and heavy losses,especially the personal casualties in power production.At present,the personal safety management mainly depends on the system constraints.The management links are mainly responsible by responsible persons at all levels.However,this mode depends on the perfect system and managers'experience and sense of responsibility,so it is difficult to master the location of the staff members on the site and prevent the act in violation of regulations in real time.It belongs to a passive mode.Therefore,a kind of active safety system was constructed.This system avoided the safety risk in real time and reduced the personal casualties and the loss of life and property.Firstly,the idea of cyber-physical system was used to design the multi-source sense high-precision positioning technology based on ensemble learning and the light-weight technology of 3D model,and thus to develop an intelligent risk pre-control system based on dynamic active security database.The test result shows that the active safety system can prevent the act in violation of regulations in time.
