摘要
以“山水林田湖草”综合治理要求下,为实现林场资源可持续发展和管理系统的不断优化为主线,以系统工程学、可持续发展理论、“山水林田湖草”生命共同体生态理论和资源基础理论为指导,构建国有林场管理因素框架,界定国有林场资源管理范畴,分析“山水林田湖草”综合治理要求下国有林场管理系统的变化,构建“山水林田湖草”综合治理要求下国有林场“项目+资源”双系统管理模型,据此模型结合层次分析法分析各子系统的一级、二级、三级因素,理清三级因素的关键管理环节。分析国有林场管理的新要求,总结国有林场“精准稳”管理模式。
Under the comprehensive management requirements of"mountains,rivers,forests,farmland,lakes and grassland",this paper analyzes the new requirements for the management of state forest farms.Achieving the sustainable development of forest farm resources and continuous optimization of management systems is the main line.Based on the systematic engineering,sustainable development theory,ecological theory of the community life of"mountains,rivers,forests,farmland,lakes and grassland",and resource basic theory,this study constructs a framework of state forest farms management factors,and defines the scope of state forest farms resource management,and analyzes the changes in the management system of state forest farms under the comprehensive management requirements of"mountains,rivers,forests,farmland,lakes and grassland",and builds the"two-subsystem"management system model of state forest farms under the comprehensive management requirements of"mountains,rivers,forests,farmland,lakes and grassland".On the basis of the model which combined with the analytic hierarchy process to analyze the primary,secondary and tertiary factors of each subsystem,and clarify the key management link of the three factors.This paper chooses the management experience of Jinpenshan Forest Farm in recent years as an example,and summarizes the"precise,accurate and stable"management model of state forest farms.
