摘要
流域规划的编制与实施,在高效指导并优化配置利用流域有限水源的同时,也为自然环境的正向演变发展带来了一定的风险隐患。分析讨论了受流域综合规划影响较为直接且较为显著的生态环境要素,初步评估流域综合规划重点工程对生态环境的影响,针对性地提出相应的环境影响减缓措施,为后续流域水源的综合利用及保护作出科学指导。
The comprehensive river basin planning serves as a reference program for the development and utilization of water resources in the river basin.While efficiently developing water resources in the river basin and optimizing the use of limited water sources,it also brings certain hidden risks to the positive evolution of the natural environment.This article analyzes and discusses the ecological environment elements that are directly and significantly affected by the comprehensive river basin planning,and initially assesses the impact of key projects in the comprehensive river basin planning on the ecological environment.Preliminarily assessed the impact of key projects in the comprehensive planning of the river basin on the ecological environment,and propose targeted protection measures to provide reference for the subsequent development and protection of water resources in the river basin.
