摘要
高标准农田建设是提升粮食产能、保障粮食安全的重要举措,也是促进农业现代化与高效化的重要手段。文章通过对连云港市赣榆区高标准农田建设状况的调查,总结高标准农田建设的主要经验及面临的困境和不足。赣榆区高标准农田建设经验包括:创新设计理念、因地制宜选址、科学编制规划、及时上图入库、建设生态良田等。高标准农田建设存在的不足:地块整合不够充分、投资标准不够合理、建设模式趋于固化、土地复合功能不足、规划设计不够系统、建后管护不够到位等。改进建议:(1)优选高标准农田项目区,加快实现现代化经营;(2)因地制宜进行建设投资,提高项目资金分配合理化水平;(3)建设复合型农田,充分发挥土地生态功能;(4)用户理念与规划设计相结合,显化高标准农田建设效应;(5)强化后期管理维护,保证项目长效运行。
High standard farmland construction is an important measure to improve food production capacity and guarantee food security,and also an important means to promote agricultural modernization and high efficiency.Based on the investigation of high standard farmland construction in Ganyu district of Lianyungang city,the paper summarizes the main experience,dilemma and deficiencies of high standard farmland construction.The experience of high standard farmland construction in Ganyu district includes the following aspects:innovative design concept,site selection according to local conditions,scientific compilation of planning,timely map supplying and storage,construction of ecological farmland,etc.There are some deficiencies in the construction of high standard farmland,such as insufficient land integration,unreasonable investment standard,solidified construction mode,insufficient land composite function,insufficient systematic planning and design,and insufficient management and protection after construction.The improvement suggestions are as follows:(1)We will optimize the high standard farmland project areas and accelerate the implementation of modern management;(2)Construction investment should be carried out according to local conditions,and the rationalization of project fund allocation should be improved;(3)We will construct the compound farmland and give full play to the ecological function of land;(4)We will combine user concept with planning and design in order to manifest the effect of high standard farmland construction;(5)We will strengthen the later management and maintenance to ensure the long-term operation of the project.
