摘要
官员直播带货作为县域政府实现乡村振兴的新探索,对于推动农村经济发展,构建服务型政府具有重要现实意义。遵循“小切口,大主题”原则,以基层治理创新为研究视角,通过梳理我国基层治理创新动力要素,从社会需求、政治制度、治理工具三个维度,构建县域政府治理创新的分析框架,对官员直播带货的形成机理与现实困境进行剖析。研究发现,官员直播带货形成机制主要包括情景需求的内生动力、制度赋权的核心推力以及技术赋能的外在促力,其实现困境主要表现为形式主义作风突显、有限理性下的“偏利性”选择以及基层治理创新的公共性缺失。为此,各地方政府要重构价值认同、激活制度活力、重塑技术认知以及提高主体能力,从而不断完善官员直播带货模式,进一步深化县域政府基层治理创新,推进农村公共服务转型与产业供给侧结构改革,实现农业农村现代化建设。
As a new exploration for county governments to realize rural revitalization,it is of great practical significance to promote rural economic development and build a service-oriented government.Following the principle of“The small incision,the big theme”,the formation mechanism of officials live with goods and practical difficulties are analyzed from the Perspective of Innovation in Grass-roots Governance,by analyzing the dynamic factors of grass-roots governance innovation,from the three dimensions of social demands,political system,governance tools and constructing the analysis framework of county government management innovation.The research finds that the formation mechanism of officials’live-streaming and carrying of goods mainly includes the internal impetus of situational demands,the core thrust of institutional empowerment,and the external force of technology empowerment.Its realization difficulties are mainly manifested in prominent formalism style,“biased”choice under limited rationality,and the lack of publicity of grass-roots governance innovation.Therefore,local governments should rebuild value identification,vitality,reshape the cognitive activation system and improve the ability of the body,to improve officials live with goods model,further deepen the county government of grassroots governance innovation,promote the rural public service transformation and industrial supply-side structure reform,the rural modernization agriculture.
