摘要
农业现代化是传统农业向现代农业转化的动态发展过程,黑龙江省农业机械化程度较高,但生产过程中仍存在“高能耗、高物耗、高排放和高污染”,影响整体农业现代化进程。基于熵值法,将农业低碳化指标引入2007~2017年的农业现代化评价体系,对低碳经济视域下的农业现代化重新综合评价。结果表明,目前黑龙江省传统高碳农业生产方式一定程度减缓了新标准体系下整体农业现代化进程,农业现代化水平仍徘徊在起步和初步实现阶段。提出低碳经济视域下应加强“测土配方施肥技术”的宣传引导,加大对农业科技人员和农村教育支持的政策倾斜,以便一系列低碳能源技术在农村地区顺利开展,普及低碳消费环保理念,加大黑土地综合保护力度,提高农业生态环境的碳汇效能等建议。
Agricultural modernization is a dynamic development process from the transformation of traditional agriculture to modern agriculture.Although the degree of agricultural mechanization in Heilongjiang Province is relatively high,there are still"high energy consumption,high material consumption,high emissions and high pollution"operations in the agricultural production process,which have an impact on the overall agricultural modernization process.In view of this,based on the entropy method,the agricultural low-carbonization index was introduced into the agricultural modernization evaluation system from 2007 to 2017,and the comprehensive evaluation of agricultural modernization under the perspective of low-carbon economy was re-evaluated.The results showed that the current traditional high-carbon agricultural production methods in Heilongjiang Province had indeed slowed down the overall agricultural modernization process under the new standard system to a certain extent.The level of agricultural modernization in Heilongjiang Province was still hovering at the initial stage and the initial realization stage.According to this suggestion,from the perspective of low-carbon economy,the propaganda and guidance of"soil testing formula fertilization technology"should be strengthened,in order to enable a series of lowcarbon energy technologies to be smoothly carried out in rural areas.Agricultural science and technology talents and rural education should be supported by policies;the concept of low-carbon consumption and environmental protection in rural areas should be popularized,and the comprehensive protection of black land should be increased to improve the carbon sinking efficiency of the agricultural ecological environment.
