摘要
在气候变化和人类活动双重影响下,永定河水资源过度利用、水环境污染、水生态退化等问题十分突出。通过阐述永定河生态修复治理的形势和需求,指出将永定河恢复成“流动的河、绿色的河、清洁的河、安全的河”的要点与难点,围绕在流域可用水量极为短缺的条件下生态水量保障这一关键问题,提出了永定河流域多水源配置和精细化调度的基本思路和框架。
Under the dual influences of climate change and human activities,the problems of over-exploitation,water environment pollution and ecological degradation become more prominent in the Yongding River.Through introduction of the situation and needs of ecology restoration and management,it presents key challenges faced by restoring the Yongding River into a"river of flowing,green,clean and safe".Concentrating on securing ecological water under extremely water shortage in the basin,basic ideas and framework of multi water sources allocation and precise regulation are put forward.
