摘要
激励基层公务员行为创新是新时代打造高素质基层干部队伍进而推进全面深化改革、提升人民"三感"的重要保证。本研究在中国场景中探索基层公务员创新行为的内容与结构并开发测量量表。首先,通过半结构化深度访谈和开放式问卷调查(N=42),归纳出基层公务员创新行为的典型特征与核心表现,在此基础上提炼基层公务员创新行为的概念结构。然后,基于样本1(N=386)的探索性因子分析证实基层公务员创新行为包含创新动机、创新程度的二维度结构。基于样本2(N=386)的验证性因子分析证实了基层公务员创新行为二维度结构模型及测量量表理想的信度和效度。基于样本3(N=569)的回归分析证实基层公务员创新行为对角色内绩效和角色外绩效呈显著的正向影响,即量表具有理想的校标效度。本研究实现对基层公务员创新行为的跨情境和本土化探索,并建立内容全面、结构清晰的测量工具基础,为新时代高素质基层干部队伍建设提供管理启示。
Motivating street-level public servants’innovative behavior has become the important guarantee for building high-quality street-level public servants in the new era,which would facilitate the deepening overall reforms and enhance the people’s"three senses".In this study,content and structure of street-level public servants’innovative behavior was explored in Chinese context.Meanwhile,the measurement scale was developed.Firstly,by using semi-structured in-depth interview and open-ended questionnaires(N=42),this study explored the content and structure of street-level public servants’innovative behavior which are underlying in their typical features and core performances.Secondly,the exploratory factor analysis based on sample 1(N=386)examined street-level public servants’innovative behavior’s two-dimension structure(i.e.,innovation motivation and innovation degree).Thirdly,by conducting confirmatory factor analysis(CFA)for sample 2(N=386),the two-dimensional structure model,validity and reliability of the innovative behaviors’measurement scale were verified.Furthermore,the regression analysis based on sample 3(N=569)indicated that street-level public servants’innovative behavior had significantly positive effects on their in-role performance and extra-role performance,namely,the predictive validity of the measurement is perfect.This study implemented the exploration of cross-context and localization for street-level public servants’innovative behaviors,as well as established a comprehensive,well-structured measurement tool foundation.Eventually,this study would be of enlightenment to the strategic human resource management of high-quality street-level public servants in the new era.
