摘要
土地流转现象正普遍发生于当前乡村社会。受劳动能力分化和务工市场发展的影响,青壮年农民率先脱离农业生产,农民家庭农业劳动力出现断层,高龄老人不得不依靠流转的方式完成"土地—养老资源"的转换。而具有农业生产优势的中老年农民则在农业资本化、涉农政策的负外部性、土地细碎化的多重影响下,被迫逃离收益日渐减少的生产环节。由此,农民开始重新调整生计模式、土地预期和不同类型土地的使用方式,并形成了对稳定地租的强烈依赖。普遍发生的土地流转虽然是农民主体的自发性选择,但却包含着现今农业生产条件下"小农被迫终结"的必然性。因而,需要重新审视现今小农生产的外部环境,并对农业生产领域的相关政策作出适当的修正。
Land transfer is quite common in the current rural society. Affected by the differentiation of labor capacity and the development of the labor market,young and middle-aged farmers take the lead in breaking away from agricultural production,and the agricultural labor force is hence in shortage.The elderly have to rely on land transfer to complete the transformation of land to pension resources.Under the multiple influences of agricultural capitalization,negative externalities of agricultural policies and land fragmentation,middle-aged and elderly farmers with agricultural production advantages are forced to escape from agricultural production with decreasing income. As a result,farmers began to readjust their livelihood patterns,land expectations and the use of different types of land,and formed a strong dependence on stable land rent. Although the widespread land transfer is the spontaneous choice of farmers,it contains the inevitability of " small farmers forced to end" under the current agricultural production conditions. Therefore,we need to re-examine the external environment of small-scale agricultural production,and make appropriate amendments to the relevant policies in agricultural production.
