摘要
在首都发展进入城市功能优化提升、发展方式深度转变、城乡一体持续融合新阶段,开展全域土地综合整治工作是贯彻落实习近平生态文明思想、深化落实《北京城市总体规划(2016年—2035年)》的重要实践。村庄地区作为北京市复杂的城乡地域系统的重要组成部分,是全市开展土地综合整治的重要国土空间。本文以北京市村庄规划为例,立足首都“大城市大京郊”的城乡地域空间差异,重新认知土地综合整治的本质和功能,探索新时期土地综合整治转型发展方向。认为应在北京市三级三类国土空间规划体系构建和实施的框架下,聚焦土地综合整治更广阔的外延内涵。重点从加强全域土地综合整治高位统筹、强调刚性传导和底线管控要求、以山水林田湖草生态保护修复推进生态高质量发展、以全要素统筹推进村庄“三生空间”优化提升四个方面,提出适应首都村庄地区现实发展情况、并适应新发展阶段北京市国土空间规划要求的全域土地综合整治对策。
The development of the capital has entered a new stage of optimization and improvement of urban functions,deep transformation of development mode and continuous integration of urban and rural areas,where carrying out the comprehensive land consolidation work is an important practice to implement Xi Jinping Thought on ecological civilization and implement'Beijing City Master Plan(2016-2035)'.As a complex urban-rural regional system in Beijing,village area is an important land space for comprehensive land consolidation.This paper takes the land spatial planning of village areas in Beijing as an example,based on the spatial differences between urban and rural areas in the capital city and suburbs,re-understands the essence and function of comprehensive land consolidation,and explores the transformation and development direction of comprehensive land consolidation in the new era.It is suggested that we should focus on the broader extension of comprehensive land consolidation under the framework of the construction and implementation of three levels and three types of territorial spatial planning system in Beijing.And it focuses on four aspects:strengthening the overall planning of high-level comprehensive land consolidation,emphasizing rigid transmission and bottom line management and control requirements,promoting high-quality ecological development through comprehensive management of mountains,rivers,forests,fields,lakes and grass,and promoting the optimization and improvement of three living spaces in villages with the overall planning of all factors,so that it puts forward the comprehensive land consolidation measures to adapt to the actual development of the capital village area and the requirements of the land spatial planning of Beijing in the new development stage.
