摘要
国土空间规划是在"多规合一"的基础上形成的新的规划形式,意在探索提升国土空间治理体系和治理能力现代化水平。遂宁市为四川省市级国土空间规划先行先试市,在编制过程中,针对"三调"数据未定、机制有待完善、部门事权交叉、发展面临转型等阶段性问题,规划探索性地开展了"夯基础""明边界""谋共识""提品质"四方面工作,为市级国土空间总体规划编制提供了一定的技术借鉴。
National spatial planning is a new form of planning based on the“the integration of multiple plans”,which aims to explore the governance system of the territorial space and enhance the modernization of national governance capacity.Suining is a pilot city of municipal territory spatial planning in Sichuan.In the process of preparing territory space planning,in view of such periodic problems as the data of the third survey of territorial resources not yet being determined,the mechanism needing to be improved,overlapped departments’responsibilities,and the transformation during development,etc.,this planning has carried out exploratory work in four aspects,namely,“consolidating foundation”,“clarifying boundary”,“seeking consensus”and“improving quality”,which provides some technical reference for the compilation of the municipal territory spatial planning.
