国有产权对绿色技术创新是促进还是挤出?--基于资源型产业负外部性特征的实证分析 被引量:2

Impact of State-owned Property Right on Green Technology Innovation:Promoting or Extruding?An Empirical Analysis Based on Negative Externalities of Resource-based Industries

摘要 资源型产业的绿色技术创新应该是能够缓解双重负外部性的技术创新。考虑环境外部性成本和资源耗减因素对资源型产业绿色技术创新效率的影响,采用倒推法计算环境外部性成本,并纳入绿色技术创新效率计算模型,进而实证检验资源型产业的所有制结构对绿色技术创新效率的影响特征。结果表明:国有产权对资源型产业的绿色技术创新具有长远激励,而非国有产权则不利于产业的绿色技术创新;所有权结构对资源型产业绿色创新效率的影响存在显著的产业异质性,国有产权对能源产业和非能源开采业的积极效应是显著的,对非能源资源加工业具有负向作用。为了促进资源型产业的绿色转型升级,应该优化能源产业国有产权比重,深化非能源类资源开采业与加工业的国有产权改革,并采用差异化的环境规制政策推动绿色技术进步。 The green technology innovation of resource-based industry should be able to alleviate double negative externalities.Considering impact of environmental externality cost and resource depletion on efficiency of green technology innovation of resource-based industries,this paper adopts the backward method to calculate the environmental externality cost,and the efficiency of green technology innovation is evaluated by bringing externalities cost into the model,so as to empirically tests the impact of ownership structure of resource-based industries on the efficiency of green technology innovation.It turned out that the state-owned property rights have a long-term incentive to the green technology innovation of resource-based industries,while the non-state-owned property rights are not conducive to the green technology innovation.The impact of ownership structure on the efficiency of green innovation has significant industrial heterogeneity,and the positive effect of state-owned property rights on energy industries and non-energy mining industries is significant,and the effect on non-energy resource processing industries is significantly negative.In order to promote the green transformation and upgrading of resource-based industries,the proportion of state-owned property rights in energy industries should be optimized,the reform of state-owned property rights in non-energy resource mining and processing industries should be deepened,and differentiated environmental regulations should be adopted to improve the green technology progress according to mineral resource characteristics and industrial nature.
