摘要
整合企业技术创新要素观、过程观和绩效观,提出NIS视角下企业技术创新过程模型;建立EKV评价框架和指标体系,采用综合指数法合成贵州省企业TSI指数。研究发现,2006-2018年企业TSI指数由58.35%提高到80.54%,其中创新要素整合力、创新知识再造力和创新价值实现力与全国水平差距缩小到3.92%、19.5%和34.96%。通过评价指标的贡献率和敏感度找出提升企业技术创新能力的重要指标和关键敏感指标,并据此提出政策建议。
By integrating the enterprise technological innovation element view, process view and performance view, putting forward the enterprise technological innovation process model from the perspective of NIS, establishing the EKV evaluation framework and index system of the enterprise’s technological innovation main position, and using the comprehensive index method to synthesize TSI index of Guizhou province’s enterprises, the TSI index has increased from 58.35% in 2006 to 80.54% in 2018 since the Eleventh Five-Year Plan, while the gap in the ability to integrate the innovative elements, the ability to rebuild innovative knowledge and the ability to realize innovative value between Guizhou Province and the nation has been reduced to 3.92%., 19.5% and 34.96%. With the evaluation of index contribution rate and sensitivity, this article identifies the important indicators and key sensitive indicators to improve the technological innovation capabilities of enterprises in Guizhou Province, and puts forward several policy recommendations accordingly.
