摘要
党中央、国务院十分重视数字乡村建设。党的十九大提出了实施乡村振兴战略,对数字乡村建设作出了重大决策部署;2019年5月制定了《数字乡村发展战略纲要》。数字乡村建设是数字中国建设的重要组成部分,是推动乡村经济高质量发展,实现乡村振兴的重要途径。通过分析黑龙江省数字乡村建设中存在的问题,提出健全数字乡村建设统筹管理机制、完善信息基础设施建设、健全数字资源整合共享机制、提高乡村数字平台支撑力、加强数字乡村建设要素保障等对策建议,以推动黑龙江省数字乡村建设,提升乡村数字治理水平。
The Party Central Committee and the State Council attach great importance to the construction of digital countryside.The 19th National Congress of the Communist Party of China put forward the implementation of Rural Revitalization Strategy,and made a major decision and deployment for the construction of digital countryside;in May,2019,the outline of Digital Countryside Development Strategy was formulated.Digital rural construction is an important part of the construction of Digital China.It is an important way to promote the high-quality development of rural economy and realize the revitalization of rural areas.By analyzing the problems existing in the construction of digital countryside in Heilongjiang Province,this paper puts forward some countermeasures and suggestions,such as improving the overall management mechanism of digital countryside construction,improving the information infrastructure construction,improving the digital resource integration and sharing mechanism,improving the support of rural digital platform,and strengthening the guarantee of digital countryside construction elements,so as to promote the construction of digital countryside in Heilongjiang Province and improve the level of rural digital governance.
