摘要
冷战结束以后,中亚地区出现的"权力真空"使该地区成为大国角逐的新地缘战略目标。俄美欧基于地缘政治战略构想,将跨境教育视为提升其在中亚地区"软实力"的重要推手,进行符合国家和区域核心价值观取向的跨境教育战略布局,并结合自身优势在中亚场域内展开博弈。从俄美欧对中亚地区跨境教育合作的战略构想来看,俄罗斯着力打造后苏联时代的教育一体化空间,美国希望通过输出"美式"价值观来影响中亚地区,欧盟则将着眼点放在引导中亚教育向欧洲转型上。以此为鉴,我国与中亚地区的跨境教育合作应强化顶层设计,秉持多边主义跨境教育合作理念;加大教育援助力度,实施精准项目援助;创建跨国性和跨区域性教育信息化平台与数据资源体系,推动与中亚跨境教育信息化和互联互通新发展;鼓励高校"走出去"办学,依托上合组织框架推动区域网络大学建设;树立开放包容的全球和区域教育治理观,贡献区域跨境教育治理体系的"中国方案"。进而提升我国在中亚地区的教育"软实力"。
After the end of the Cold War,the"power vacuum"in Central Asia has made this region a new geo-strategic target for major country competition.Based on the concept of geopolitical strategy,Russia,the United States and EU regard cross-border education as an important push to enhance their"soft power"in Central Asia.They carry out cross-border education strategic layout in line with the orientation of national and regional core values,and combine their own advantages to play games in the education field of Central Asian.From the perspective of the strategic conception of cross-border education cooperation of Russia,the United States and EU to central Asia,Russia focuses on building the space of education integration in the post-Soviet era,the United States hopes to influence Central Asia by exporting"the American Values",and the European Union focuses on guiding the transformation of Central Asian education to Europe.Taking this as a lesson,China’s cross-border education cooperation with Central Asia should strengthen top-level design and uphold the idea of multilateralism in cross-border education cooperation.Increase education assistance and implement precise and targeted assistance program.Establishing transnational and trans-regional educational information network platform and data resource system to promote the new development of cross-border educational informationization and connectivity with Central Asia.Encouraging Colleges and universities to"go global"and promoting the development of regional network universities within the framework of the SCO.China should contribute a"Chinese solution"to the regional cross-border education governance system to enhance our educational"soft power"in Central Asia.
