摘要
社区治理“三社联动”模式已由地方实践探索上升至国家推动基层社区治理的主要方式,对深入推进社区青少年体育治理模式创新具有借鉴价值。通过采用文献资料调研、实地调查等方法对我国社区青少年体育“三社联动”的治理结构、运行机制、实践经验与限度、优化策略等展开研究。认为,社区青少年体育治理“三社联动”是以社区青少年体育需求为导向,由社区、社区体育社会组织和社会体育指导员在场域社区内合作开展青少年体育治理活动的增能式服务模式。根据不同社区青少年体育治理的不同发展阶段,提出需求驱动型、政府驱动型和体育社会组织驱动型“三社联动”模式,不同类型模式的运行机制不尽相同。当下社区青少年体育治理以政府驱动型“三社联动”模式为主,而体育社会组织驱动型“三社联动”模式可能成为转型发展的方向。深入推进社区青少年体育治理“三社联动”改革,不仅需要重构社区青少年体育场域、培育社区体育社会组织和社会体育指导员,更重要的是,各行动主体应在场域社区中围绕青少年体育需求,将“三社联动”的协调机制、协作机制与合作机制转化为共同行动,持续深化社区、社区体育社会组织和社会体育指导员间的合作关系,从而确保社区青少年体育公共服务的有效供给,打造青少年体育共建共治共享的社会治理格局。
The linkage mechanism of“community-social sports organization-social sports instructor”of community governance has been upgraded from local practice exploration to the main way of promoting grass-roots community governance,which has reference value for further promoting the innovation of community adolescents'sports governance mode.Using the method of literature and field investigation have studied the governance structure,operation mechanism,practical experience and limits,optimization strategies and so on of the linkage mechanism in China.It is believed that the linkage mechanism of“community-social sports organizationsocial sports instructor”of community adolescents'sports governance is an empowering service mode which is guided by the community adolescents'sports needs and carried out by the community,the community sports social organization and the social sports instructor(adolescent)in the field community to cooperate in the adolescents'sports governance activities.According to the different development stages of adolescents'sports governance in different communities,the demand-driven,government-driven and sports social organization-driven the linkage mechanism of“community-social sports organization-social sports instructor”models are put forward,and the operation mechanism of different types of models is different.At present,the government-driven the linkage mechanism of“community-social sports organization-social sports instructor”mode is the main mode of community adolescents'sports governance,and the sports social organization-driven the linkage mechanism of“community-social sports organization-social sports instructor”mode may become the direction of transformation and development.To further promote the reform of the linkage mechanism of“community-social sports organization-social sports instructor”of community adolescents'sports governance,it is necessary not only to reconstruct the community adolescents'sports field,cultivate the community sports social organization and train the social sports instructor(youth),but also to transform the coordination mechanism,cooperation mechanism and cooperation mechanism of the linkage mechanism of“community-social sports organization-social sports instructor”into joint action in the field community,so as to ensure the effective supply of community adolescents'sports public,sports social organization and the social sports instructor(youth),so as to ensure the effective supply of the community adolescents'sports public service,build the social governance pattern of adolescents'sports co-construction and co-governance.
