摘要
伴随着环境污染问题的加剧,各个国家在不同行业的发展过程中都面临着巨大的环境挑战压力,这也使得各种新的环境管理理念和措施被不断研究应用,其中排污许可制度在很多发达国家都被用来规范管理排污企业的污染行为,这一制度在我国的引入后,经过多年的发展,也发挥了很大的作用,并随着制度的不断完善,对环境保护管理体制的发展定位提出了更严格的要求。本文主要分析现行环境管理体制中的问题,以及在排污许可管理制度方面所发生的变化,并对现行的许可证制度进行重新定位,探究其在环境管理体制改革中的主导作用。
With the aggravation of the problem of environmental pollution,each country is faced with huge pressure of environmental challenges in the development process of different industries,which also makes a variety of new environmental management concepts and measures are constantly studied and applied,in which the emission permit system in many developed countries has been used to regulate the management of pollution behavior of pollutant discharge enterprises,after the introduction of this system in China,it has been improved over the years of development,has also played a great role,and with the continuous improvement of the system,the development of environmental protection management system positioning put forward more stringent requirements.This paper mainly analyzes the problems in the current environmental management system,as well as the changes in the emission permit management system,and reorients the current permit system to explore its leading role in the environmental management system reform.
