摘要
学校体育督导评估督促政府依法履行教育职责,指导学校依法办学和科学评估监测,有力促进学校体育工作健康有序发展。运用文献资料法、专家访谈法、案例法、比较分析法等研究方法,对学校体育督导评估的组织实施、现实困境和完善策略进行研究。研究结果表明:1)我国学校体育形成了"国—省—市—县"四级组织层次,实施"督政、督学、评估监测"三位一体的督导评估活动。2)现实困境体现在法规制度不健全,主体权威弱化;行政依附显著,机构独立不足;督导程序死板,社会参与缺失;责权不明、监管不力,结果应用模糊等方面。3)完善策略有健全法律法规,确保制度权威性;深化体制改革,增强机构独立性;强化队伍建设,保证督评科学性;明确主体责权,重视结果应用性等。
The supervision and evaluation of school physical education urges the government to perform its educational duties in accordance with the law,guides schools to run schools according to law and scientific evaluation and monitoring,so as to effectively promote the healthy and orderly development of school physical education.By using the methods of literature review,expert interview,case study and comparative analysis,this paper studies the organization and implementation,practical difficulties and improvement strategies of school physical education supervision and evaluation.The results show that:1)The school physical education in China has formed a four level organization of"state-province-city-county"and the supervision and evaluation activities of"supervision of the government,supervision of schools and evaluation and monitoring"have been carried out.2)The practical difficulties are reflected in the imperfect laws and regulations,the weakening of the authority of the main body,the obvious administrative dependence,the lack of institutional independence,the rigid supervision procedures and the lack of social participation,unclear responsibilities and rights,ineffective supervision,and vague application of results.3)The improvement strategies include perfecting laws and regulations to ensure the authority of the system,deepening the reform of the system and enhancing the independence of the organization,strengthening the team building to ensure the scientific supervision and evaluation,clarifying the main responsibility and power,and paying attention to the application of the results.
