水质改善与跟踪评估应用研究——以洋河流域为例

摘要 随着国家和地方对水污染防治措施的强力推进,区域内污染防治规划实施的效果及目标达成情况日益引起政府、资方以及社会的关注,开展实施后评估的意义重大。本次研究主要以永定河-洋河段为例,对洋河流域在2014—2018年间水质改善情况以及流域污染防治措施实施效果进行评估。研究表明随着环境管理能力的加强和环境污染治理力度的加大,2018年洋河流域整体水质有较为明显的改善,同时也发现,规划工程在规模、负荷消减等立项方面与流域总量制定目标存在一定程度的差距,在实施过程中存在地方配套资金到位率低、项目实施缓慢等问题。 With the strong promotion of national and local measures for water pollution prevention and control,the effect of the implementation of pollution prevention and control planning in the region and the achievement of goals have increasingly attracted the attention of the government,management and society,and it is of great significance to carry out post-implementation evaluation.In this study,the Yongding River-Yangyang River section was taken as an example to evaluate the improvement of water quality and the implementation effect of pollution prevention measures in Yanghe River Basin from 2014-2018.The research shows that with the strengthening of environmental management ability and the strengthening of environmental pollution control,the overall water quality of Yanghe River Basin has been significantly improved in 2018.At the same time,it is found that there is a certain degree of gap between the planned project in terms of scale,load reduction and the total amount of the basin.In the implementation process,there are some problems such as low local matching funds and slow project implementation.
