摘要
上海作为首批农业农村大数据试点城市之一,积极推进涉农数据共享,开展市级农业农村大数据中心建设。上海市农业农村委员会以上海市“一网通办”推进工作为契机,积极推进行政审批制度改革和政务大数据建设,在有效整合委内各部门政务数据、建立上海市农业农村委员会政务资源池的基础上,通过跨部门跨层级跨系统的政府数据共享共用应用,对政务服务流程进行再造,形成整体联动、部门协同、一体化办理的“互联网+政务服务”新业态。建设数字政府,让“数据跑起来”,推动政务服务从“以部门为中心”向“以用户为中心”的管理模式转变。系统上线以来,已获取8个部级事项的行政许可历史有效数据6800余条,通过数据在线核验和电子证照调用,将行政许可的申报材料从898件减少到378件,减少了58%,最终实现企业和群众办事便捷以及政务服务中凡是政府部门核发的材料免于提交纸质材料的工作目标。基于此,提出了实现政务数据共享共用的建议,并展望了信息服务前景。
As one of the first batch of agricultural and rural big data pilot cities,Shanghai actively promotes the sharing of agricultural-related data and launches the construction of a municipal agricultural and rural big data center.Taking the opportunity of the promotion of one network communication office in Shanghai,Shanghai Municipal Agricultural Commission actively promotes the reform of the administrative examination and approval system and the construction of big data on government affairs,based on effectively integrating the government affairs data of various departments and establishing the foundation for the government affairs resource pool of Shanghai Municipal Agricultural Commission,through the sharing and application of the cross-department,cross-layer,and cross-system government date,the government service process was reengineered,and formed a new format of"Internet+government service"with overall linkage,department coordination,and integrated management.Building a digital government and letting data work promotes the management mode transformation of government services from department-centric to user-centric.Since the system was launched,more than 6800 pieces of historical and effective data on administrative licenses in 8 ministerial matters have been obtained,the number of application materials for administrative licenses have been reduced from 898 to 378,with a 58%reduction,and eventually,have achieved the goal of making things convenient for enterprises and the masses and exempting from submission of all materials issued by government departments in government services.Based on this,suggestions on realizing the sharing of governmeat data were put forward,and the prospects of information services were forecasted.
