摘要
构建高效协同的"政产学研"体系是促进经济高质量发展与国家创新发展的重要基础。以科技成果转化为目标,构建了"政产学研"协同创新体系的系统动力学模型,并以北京市为例,分析了政、产、学研和科技中介主体行为对科技成果转化的影响。研究结果显示:政府可以通过调整学研机构和企业间R&D资金分配推动科技成果转化进程;企业应该积极加强创新能力建设;学研机构可以通过提高转移知识效率和创新能力促进科技成果转化,两种方式在不同的发展时期起到不同作用;科技中介应提高信息传递效率,促进科技成果从学研机构向企业转移。最后根据研究结论,提出了构建高效协同"政产学研"创新体系的政策建议。
The effective operation of the Government-Industry-University-Research Institute system is an important foundation for promoting the high-quality economic development and national innovation and development.This paper develops a system dynamics model simulating Government-Industry-University-Research Institute cooperative innovation system based on transformation of scientific and technological achievements.Then,the paper analyzes the impacts of governments,industries,universities,research institutes and intermediary agencies on Beijing transformation process of scientific and technological achievements.The research results show that the governments can promote the technology transfer process by adjusting the allocation of R&D funds among universities,research institutions and enterprises.The Enterprises should attach importance to import innovation capacity.The universities and research institutions can promote the transformation by improving the transfer of knowledge efficiency and innovation ability,and the two methods play different roles in different development periods.The scientific and technological intermediaries should improve the efficiency of information transmission to promote the transfer ability of scientific and technological achievements from universities and scientific research institutions to enterprises.Finally,the paper puts forward policy suggestions to build an efficient and collaborative GovernmentIndustry-University-Research Institute innovation system according to the conclusion.
