摘要
厘清百年未有之大变局和"一带一路"的关系,无论是对深刻把握百年未有之大变局内涵,还是对推动"一带一路"高质量建设,都具有现实意义。由于世界百年未有之大变局和"一带一路"都处于一个建构性认知的过程中,把握二者的关系首先需要对百年未有之大变局有深刻认知。一个科学认知框架需要科学阐释三个问题,即何为百年未有之大变局,把握百年未有之大变局的内涵后如何应对?百年未有之大变局问题的本质是什么?在已有认知的基础上,着重围绕百年未有之大变局问题的本质,提出大变局是世界呈现的一种客观变化状态,其本质是一个集体认知准备和行动准备的过程。"一带一路"建设至少在三个方面与大变局存紧密关系。持续推动"一带一路"高质量建设,必然将增添百年未有之大变局中积极因素,为百年未有之大变局建构一个利好的预期。
To clarify the relationship between the major changes unseen in a century and"The Belt and Road",is of practical significance whether to deeply grasp the connotation of the major changes unseen in a century or to promote the high-quality construction of"The Belt and Road".Since the world’s major changes unseen in a century and"The Belt and Road"are both in a process of constructive cognition,it requires a deep understanding of the major changes unseen in a century before grasping the relationship between the two.A scientific cognition framework requires scientific explanation of three questions.What is the big change unseen in a century,and how to deal with it after grasping the connotation of the big change unseen in a century?What is the nature of major changes unseen in a century?On the basis of existing cognition,focusing on the nature of major changes that have not been seen in a century,it is proposed that major change is an objective state of change presented by the world.Its essence is a process of collective cognitive preparation and action preparation.The construction of"The Belt and Road"is closely related to major changes in at least three aspects.Continuously promoting the high-quality construction of"The Belt and Road"will inevitably add positive factors in the great changes unseen in a century,and will build a positive expectation for the great changes unseen in a century.
