摘要
运用CiteSpace文献计量软件,采用文献共被引网络、关键词共现网络及突现词分析法,绘制人才政策研究领域的知识图谱,识别研究热点,分析其演变趋势并探索未来发展方向。结果表明:我国人才政策研究可分为人才政策效果评价、人才政策满意度影响因素、人才治理体制机制三大类别,主要包括人才培养、人才环境、科技人才和人才政策创新四类核心知识群,其中人才引进、人才资源开发、人才激励是该领域的热点;现有的人才政策主题间关联性弱,网络密度较低,研究分支较多,缺少完善的研究体系与有力的理论支撑。据此,未来的人才政策研究应加强学者合作与学科交叉,探索人才制度优势向治理效能转化的实施路径,促进区域间人才政策的协同共治与人才队伍共建共享,打造高质量的人才政策体系。
Based on the relevant literature in the field of talent policy in CSSCI database,this paper uses CiteSpace bibliometric software to draw the knowledge map of talent policy research field,identify the research hotspots and knowledge groups of talent policy,summarize its evolution trend and explore the future development direction by the literature co citation network,keyword co-occurrence network and sudden word analysis.Results show that Chinas talent policy research can be divided into three categories:talent policy effect evaluation,influencing factors of talent policy satisfaction,and operation mechanism of talent governance mechanism,which mainly includes four core knowledge groups,these are talent training,talent environment,scientific and technological talents,talent policy innovation.Talent introduction,talent resource development and talent incentive are the hot spots in this field.The existing talent policy themes are weak correlation,there are many branches of disciplines,research fragmentation phenomenon is more serious,lack of a complete research system and strong theoretical support.Therefore,the future research of talent policy should strengthen the cooperation of scholars and interdisciplinary,take speeding up the development of talent resources and efficient incentive of talents as the breakthrough point,explore the mechanism of the transfer of talent system advantages to governance efficiency,promote the collaborative governance of talent policies and the co-construction and sharing of talent teams among regions,and carry out systematic research from the overall perspective beyond the traditional policy analysis theory.
