摘要
加快推动海洋中心城市建设是新时代赋予大连重要的历史使命。海洋中心城市建设可以提升海洋全产业链竞争力,有助于大连海洋产业的结构优化升级;可以提升区域辐射带动能力,有助于大连充分发挥临海优势;可以提升海洋城市软实力,有助于大连文明城市建设。目前,大连在自然禀赋、海洋产业链和传统海洋产业基础、海洋生态文明建设、海洋科技研发等方面具有显著优势,但在海洋资源集约化利用、海洋产业结构和海洋科技成果转化等方面又存在一定的短板。因此,坚定可持续发展方向,坚持科学谋划海洋产业模式;统筹新时代陆海发展,优化城市海洋产业体系;坚持海洋科技兴市,实现现代化城市创新发展;坚持绿色可持续发展,加强海洋生态文明建设;多方面推动大连海洋中心城市建设,是大连实现高质量发展的题中之意,也是大连引领东北振兴的必然选择。
It is an important historical mission for Dalian in the new era to accelerate the construction of a Ocean Center City.The construction of Ocean Center City can enhance the competitiveness of marine whole industry and contribute to the structural optimization and upgrading of Dalian's marine industry.It can improve the driving capacity of regional radiation and help Dalian to give full play to its advantages of being close to the sea.It can enhance the soft power of Ocean Center City and contribute to the construction of Dalian civilized city.Dalian has significant advantages in natural endowment,marine industrial chain and traditional marine industrial foundation,marine ecological civilization construction,marine science and technology research and development,etc.At present,Dalian has some weaknesses in the intensive utilization of marine resources,the structure of marine industries and the transformation of marine scientific and technological achievements.It is natural choice for Dalian,as an Ocean Center City,to take the following steps to promote Dalian's high-quality development and to lead the revitalization of Northeast China in the new era.:from the firm direction of sustainable development,adhere to the scientific planning of marine industry model;coordinate land and sea development,optimize the urban marine industry system;employ ocean science and technology to revitalize the city,achieve urban innovative development;adhere to green,low-carbon and sustainable development and strengthen marine ecological civilization construction.
