摘要
小型水库是保障农业农村经济社会发展的重要基础设施,为促进小型水库安全运行和效益发挥,针对小型水库运行管理面临的新形势和要求,分析了小型水库实体质量运行安全隐患、运行管理存在问题及安全鉴定、除险加固、管理制度等普遍存在的薄弱环节,探究问题存在的深层次原因,提出采取开展小型水库除险加固工作、合理推进降等报废、统筹推进管理体制改革以及实施专业化规模化管理等措施,提高水库运行管理水平。
Small reservoir is the key infrastructure to ensure rural economic and social development.In order to ensure safe operation and benefit generation,analysis is made on situation and new requirements faced by small reservoirs,as well as potential hazards,existing shortfalls and weak links in risk identification and reduction,as well as reservoir reinforcement and management.With exploration of deep causes of the problem,measures are put forward,such as downgrading of dam or dam removal,and adaptation of professional and scaled management along with promotion of institutional reform.
