摘要
后疫情时代,疫情逐步稳定与好转,全球经济渐渐复苏,"一带一路"沿线国际物流园区迎来了新的发展机遇期,园区规模不断扩大,对外贸易额持续增加,但也面临物流园区内基础设施不完善、信息不能充分共享、物流人才缺乏等亟待解决的问题。习近平总书记在经济社会领域专家座谈会上提出"要推动形成以国内大循环为主体,国内国际双循环相互促进的新发展格局",这一国家发展战略的深刻意义旨在通过经济内循环拉动经济外循环,进而构建"全球经济发展的共同体"。在"双循环"视角下,从国际物流园区的概念界定出发,探讨其类型和功能,并对国际物流园区、"双循环"进行理论溯源;在此基础上从国际物流园区的建设实际和发展可行性等方面深入剖析了国际物流园区的发展现状;进而从园区面临的国际环境、园区规划合理性、基础设施完备性、信息化水平和物流人才五个维度构建了国际物流园区战略评价指标体系;以此为度量标准,揭示了后疫情时代国际物流园区发展的四大阻碍因素;最后从"双循环"视角,立足政府(政策支持、资金和法律保障)、园区(信息化、网络化、专业化)、企业(沟通、协调、风险防控)三个层面,为后疫情时代"一带一路"沿线国际物流园区的发展设计了系列策略。
In the post-epidemic era,COVID-19 has gradually been stabilized and improved,and the global economy has gradually recovered,international logistics parks along the Belt and Road have ushered in a new period of strategic opportunities,whose scale has continued to expand and whose volume of foreign trade has continued to increase.However,some problems arise that need to be solved in the logistics parks such as imperfect infrastructure,incomplete information sharing and lack of qualified logistics personnel.At the expert forum on economic and social fields,General Secretary Xi Jinping proposed the formation of a new development pattern in which the domestic circulation plays the main role and international and domestic dual circulations promote each other.The profound significance of this national development strategy is to stimulate the external economic circulation through the internal economic circulation,thereby building"a community of global economic development".From the perspective of a"dual circulation",starting from the definition of the concept of international logistics park,this paper discusses its types and functions,and traces the theoretical sources of international logistics park and a"dual circulation";On this basis,it analyzes the current situation of the international logistics parks from the aspects of their actual construction and development feasibility,and then constructs their strategic evaluation index system from the following five dimensions:the international environment,the rationality of park planning,the completeness of infrastructure,the level of informatization and logistics talents;Using this as a standard,it reveals the four major obstacles to the development of international logistics parks in the post-epidemic era.Finally,this paper designs a series of strategies for the development of international logistics parks along the Belt and Road in the post-epidemic era from the perspective of a"dual circulation"based on the govemment(policy support,funds and legal guarantee),parks(informatization,networking,specialization),and enterprises(communication,coordination,risk prevention and control).
