摘要
目前的DEA方法没有将技术进步充分考虑在内,它们由评价对象的投入产出测算得到技术进步水平,往往使得评价结果不够准确,致使时间序列DEA模型的应用很少。为此,提出考虑技术进步的DEA方法,将技术进步水平由“内生”变为“外生”,即通过外部的给定或测算得到,并以具有规模报酬不变特征的CCR、SE-CCR模型以及规模报酬可变特征的BCC、SE-BCC模型为例,讨论了不同技术进步情形下,技术进步对评价对象效率值的影响。最后,总结了考虑技术进步的DEA方法关于评价对象实际效率的计算。研究表明:考虑技术进步的DEA方法使评价结果更为准确,能够克服已有DEA方法的缺陷,有助于扩大该方法的应用范围。未来可进一步研究如何更好地利用已知信息计算评价对象的技术进步水平。
The current DEA methods do not fully consider the technical progress,which calculate the level of technological progress from the input and output of the evaluation object and the evaluation results are lack of accuracy.At the same time,it results in an rare application of time series DEA model.Therefore,the DEA methods considering technological progress are proposed,which changes the level of technological progress from“endogenous”to“exogenous”,that is,through external given or measured.Taking CCR,SE-CCR models with constant returns to scale and BCC,SE-BCC models with variable returns to scale as examples.The impact of technological progress is discussed on the efficiency of evaluation objects under different technological progress situations.Finally,the calculation of the actual efficiency of the evaluation object with DEA method considering the technological progress is summarized.The research shows that DEA method with technological progress can make the evaluation results more accurate,which overcomes the defects of DEA methods and helps to expand its application scopes.How to better use the known information to calculate the technical progress level of the evaluation object is worthy further studying on.
